MEMBERSHIP RULES AND REGULATIONS
1.0 Membership Criteria
A. Fellow Membership
- A member transferring from Corporate Membership to Fellow Membership must be at least 36 years of age, have been a member of the Pertubuhan for at least fifteen years and must at the time of nomination or application satisfy the Council that he/she has:
a) A high level of competence in town and country planning, and the necessary breadth and/or depth of experience to go with that; and
b) made a major contribution to the profession or to furthering the art and science of town and country planning.
- A member transferring from Corporate Membership to Fellow Membership must be at least 36 years of age, have been a member of the Pertubuhan for at least fifteen years and must at the time of nomination or application satisfy the Council that he/she has:
B. Corporate Membership
- A citizen or a permanent resident of Malaysia.
- A registered Graduate Member of the Pertubuhan for at least a period of 1 year prior to application for Corporate Membership.
- Has three years working experience as Town Planner and completes and submits a log sheet together with the application forms. The log sheet is to be verified by the applicant’s supervisor who must be a Corporate Member of the Pertubuhan.
- Has completed minimum 3 years working experience as town planner and submitted a log sheet together with the application form prescribed by the Pertubuhan. The log sheet is to be verifid by the applicant’s supervisor or working Associates who must be Corporate or Fellow Member of the Pertubuhan.
- Has fulfiled the followings:
- a. Undertake Board of Town Planners Professional Course
- b. Pass the Board of Town Planners Professional Examination
- c. Pass the Pertubuhan’s Corporate Interview
- For graduate members in public sector including the academic, the admission criteria are subject to the administrative procedures of the Pertubuhan
C. Graduate Membership
- Eligible persons for GRADUATE membership may apply for membership using the prescribed forms.
- Has successfully completed a planning course with a degree from universities that has been accredited by the Pertubuhan.
- Has at least one-year relevant town planning experience.
- Requires two MIP Corporate members to sign the application form.
- Has successfully completed his fist degree in Town and Country Planning or Urban and Regional Planning or City Planning or equivalent, from any university in Malaysia that has been accredited by the Board of Town Planners Malaysia and eventually qualify him for registration as Graduate Town Planner under Town Planners Act, 1995 (Act 538).
- Has at least one year relevant town planning experience. Requires two Corporate Members to sign the application form,
- OR
- Eligible person for GRADUATE Membership may apply for membership using the prescribed form.
- Has successfully completed his fist degree in Town and Country Planning or Urban and Regional Planning or City Planning or equivalent, from any university outside Malaysia that has been accredited by the Pertubuhan and eventually qualify him for registration as Graduate Town Planner under Town Planners Act, 1995 (Act 538).
- Required to fulfil the pre-requisite course(s) and/or assessment organized by the Pertubuhan prior to admission.
- Has at least one-year relevant town planning experience.
- Requires two Corporate Members to sign the application form
D. Student Membership
- Must be a student from any university or institute of higher learning accredited by the Pertubuhan.
- Requires a Corporate Member (who may be a lecturer) to sign in the application form.
E. Associate membership
An applicant for Associate Member must:
- Be a Malaysian citizen and not eligible for Corporate Membership of the Pertubuhan; and
- A professional that belongs to a profession accepted by the Council as allied to the practice of town planning i.e. Professional Engineers, Architects, Quantity Surveyors and Land Surveyors registered under any written law in Malaysia; or
- A professional of an allied profession such as Landscape Architects, Economists, Environmental Consultants and others, which are not registered under any written law in Malaysia but related to the town planning profession.
- An applicant for Foreign Associate Membership must:
- Not be a citizen and permanent resident of Malaysia; and
- Possesses the necessary qualifiation which is recognised for the practice of town planning in the country where he normally resides; and
- Possesses the necessary expertise; and
- His physical presence in Malaysia is not less than 180 days in one calendar year
2.0 Suspension Of Membership For Non-Settlement of Subscription
A. Suspension for Non-Settlement of Subscription
Members who fail to pay their subscription by the 31st June of the year shall be automatically suspended.
B. Non-Payment For Two Continuous Years
And if he continues not to settle his subscription continuously for a period of two years from the date of his first suspension, he shall by resolution of the Council be struck off the Register of the Pertubuhan.
C. Penalty For Suspension
A member suspended from the Register of the Pertubuhan shall not be entitled to any of the privileges he would otherwise be entitled to. He shall not be able to attend or vote at an Annual General Meeting or an Extra-Ordinary General Meeting and shall not be allowed to practice and to use any designation conferred to him. He shall also not be allowed to hold office in the Council of the Pertubuhan.
D. Reinstatement Of Suspended Members
A member who has been suspended for non-settlement of subscription (provided he has not been struck off the register) can be reinstated by the Council of the Pertubuhan. His reinstatement is subject to:-
- full settlement of all subscription due;
- payment of all penalties imposed upon him (50% of the annual subscription);
E. Reinstatement of Members Struck Off The Role For Non-Settlement of Payment
The Council, if it finds good reasons to do so, may readmit any person who has been struck off the register due to defaulting in subscription. However, his request for readmission shall be considered and reported to the Council by a committee appointed by Council for this purpose. His readmission shall then be subjected to :-
- submission of a formal application with sponsorship of his application by two Corporate Town Planners; and
- full settlement of all subscriptions due;
- payment of all penalties imposed upon him (50% of the annual subscription);
- undertaking Continuing Professional Development (ie, at least 10 credit point in the previous two years for reinstatement of Fellow and Corporate Member);
- a charge of a reinstatement fee of RM 100.00 for Corporate Members, RM 50.00 for Graduate Members and RM 100.00 for Associate Members.
3.0 Suspension of Membership or Expulsion For Misconduct
A. Suspension of Membership or Expulsion
A member shall be suspended or struck off from the Register of the Pertubuhan by the Council for any breach of the Code of Conduct of the Pertubuhan or for any act that brings disrepute upon the Pertubuhan.
The suspension or expulsion shall only be made after a Disciplinary Committee which is to be appointed by the Council investigates the case and after the member is given an opportunity to attend before the said Committee or the Council for the purpose of giving an explanation for his conduct and being heard in answer to the charge or charges brought against him. The Council may, if it finds the member guilty as charged suspend the membership for a definite period or expel him from the Pertubuhan.
Any member suspended or struck off the register for misconduct shall be notified officially and subsequently, his name shall be published in the Newsletter of the Pertubuhan.
B. Penalty For Suspension
A member suspended for a definite period or struck off from the Register of the Pertubuhan shall not be allowed to practice and to use any designation conferred to him. He shall not be allowed to attend or vote at an Annual General Meeting or an Extra-Ordinary General Meeting and shall not be allowed to use any designation conferred to him. He shall also not be allowed to hold office in the Council of the Pertubuhan.
C. Reinstatement Of Suspended Members For Misconduct
A member who has been suspended for misconduct for a definite period can be reinstated upon the approval of the Council by the recommendation of the Disciplinary Committee and such reinstatement shall be published in the Newsletter of the Pertubuhan. His reinstatement is subject to:-
- Submission of a formal application after one (1) year from the date of suspension with sponsorship of the application by two Corporate Town Planners; and
- full settlement of all subscription due;
- payment of all penalties imposed (50% of the annual subscription);
- undertaking the course and exam of the Pertubuhan
- undertaking Continuing Professional Development (ie, at least 10 credit points in the previous two years for reinstatement of Fellow and Corporate Members);
- A charge of a reinstatement fee of RM 100.00 for Corporate Members, RM 50.00 for Graduate Members and RM 100.00 for Associate Members.
